In 2016, the primary headache for the Australian CIO was shadow IT: the proliferation of unauthorised SaaS applications purchased on departmental credit cards.
Fast forward a decade, and the perimeter has shifted from the application to the actor.
We have entered the era of the shadow agent: autonomous workflows deployed by well-meaning teams to bridge the gaps between disconnected systems.
Shadow agents are rarely the work of rogue actors. Often, they are driven by high-performing employees who are solving real problems with the tools available to them.
They aren't trying to bypass security – they're trying to do their jobs at the speed of 2026. The velocity of that adoption is precisely what makes the shadow agent problem so urgent.
Your biggest breach is now unlikely to come from an external hacker. It's more likely to come from a well-meaning autonomous agent with too many permissions.
Unlike the static software of the past, AI agents possess the ability to strategise on complex tasks, define and spawn sub-agents on the fly, and acquire new tools based on the challenge they are trying to solve.
This means they can potentially commit a company to financial obligations, alter personnel records, leak company or customer information, or trigger procurement workflows.
In high-stakes environments, where there is increased regulatory scrutiny from APRA and OAIC, an autonomous agent operating without IT oversight is a systemic liability.

Because these shadow agents often live as scripts, text instructions on workstations or configurations within sanctioned applications, they don't appear on a standard software inventory.
They are ghost operators, accumulating permissions that no security team has reviewed.

This is where an agent processes seemingly benign external data (like a vendor email or a website) that contains hidden instructions.
Once 'turned', a well-meaning agent can be tricked into exfiltrating data or bypassing internal controls while still using the valid credentials of the employee who deployed it.
They become 'double agents', recruited to work against you.
If an agent is given the full permissions of a financial controller to perform an audit, it may inadvertently gain the ability to move funds or change bank details.
Traditional security frameworks, such as role-based access control, were built for humans following linear paths.
A human logs in, performs a task, and logs out. We verify their identity and grant permissions based on their job title.
Autonomous agents break this model entirely. Ambient agents operate in the background and can execute thousands of micro-tasks across multiple systems in seconds.
It may be tempting to grant an agent the credentials of a human service account, but if an agent is given the full permissions of a financial controller to perform an audit, it may inadvertently gain the ability to move funds or change bank details.
The key is to make sure the agent's access is strictly bounded to a defined purpose.
This is a shift towards intent-driven architecture. Instead of managing static identities, your team would manage identity-plus-intent.
Every action taken by an agent must be mapped back to a specific, authorised business process. This is not merely a security best practice; it is rapidly becoming a legal requirement.
In Australia, particularly for organisations governed by the Security of Critical Infrastructure Act or APRA's CPS 234, the traceability of agent actions is non-negotiable.
Under the OAIC's December 2026 transparency mandate for automated decisions, if an autonomous agent triggers a decision that affects a citizen's credit or an employee's benefits, the CIO must be able to produce a full audit trail explaining why that decision was made.
Claiming that the AI determined it was the best path will not suffice in a courtroom or board meeting.
The ASOR is the single source of truth for every autonomous agent operating within the company's ecosystem.
The current sprawl of copilots and point-solution agents is creating a fragmented security landscape that is impossible to govern at scale.
To regain control, it's important to have an Agent System of Record (ASOR).
Just as the CRM became the system of record for the customer, and the ERP for the balance sheet, the ASOR is the single source of truth for every autonomous agent operating within the company's ecosystem.
This system must track the agent's provenance, its permission levels, its authorised scope, and its full action history.
Without it, teams spend their time manually auditing the agent's decisions, creating an 'AI tax' that cancels out the very productivity gains AI was supposed to unlock.
To close the security gaps created by shadow agents, Australian CIOs should focus on five practical pillars of disciplined AI governance.
1. API-level access controls: Ensure that all autonomous agents interact with core systems through a restricted API layer that enforces access rules regardless of the agent's request.
If the rule is that no payment over $10,000 proceeds without a human in the loop, that rule should be enforced by the finance system's API, not left to the agent's own judgement.
2. Non-human identity management: Managing digital and human labour in one platform has clear advantages.
This will provide every agent with its own unique, traceable identity with a kill switch that can be triggered the moment anomalous behaviour is detected by a security operations centre.
3. AI-driven auditing: We must use AI to watch the AI. Manual log sampling is obsolete when dealing with the volume of autonomous actions. Instead, every single AI action must be logged and analysed.
CIOs should also deploy retrospective monitoring tools that use machine learning to flag intent drift (instances where an agent's actions begin to deviate from its original authorised purpose).
This demands new capabilities within the IT function – specifically in AI security, identity governance, and algorithmic auditing.
4. Sovereign context: For Australian organisations, data residency and the operating context of the agent both carry security implications.
An agent that isn’t grounded in Australian regulatory frameworks will make incorrect assumptions about local compliance requirements, from enterprise bargaining agreements to the OAIC's evolving automated decision standards.
5. Alignment with technical benchmarks: The Australian AI Safety Institute provides the framework for testing 'agentic drift' – the moment an agent’s probabilistic reasoning begins to clash with deterministic legal requirements.
By auditing agents against AISI-aligned standards, organisations can ensure their autonomous workforce remains compliant with the OAIC’s transparency mandates, turning a 'black box' liability into a verifiable asset.

With the December 2026 regulatory milestones fast approaching, the age of experimentation is over.
